북극항로 항해를 하려면(수정 보완 필요)

북극해항로(북동항로)는 러시아, 북서항로는 캐나다 당국에 신청하고 허가를 받아야 한다. 대부분의 경우, 신청 기준을 만족시키면 항해허가가 발행된다.  

 

1. 북극해항로  : 그림과 같은 웹페이지(https://nsr.rosatom.ru/en/consideration-of-applications/send-the-application-online/?edit=Y) 를 통해서 북극해항로 통항을 신청한다.  기본적인 정보에 더하여 파일을 첨부할 수 있는 다수의 버튼이 있다. 

아래의 내용이 있는 파일을 첨부한다.

The Ship owner undertakes to provide the ship’s compliance with
the Rules of navigation in the water area of the Northern Sea Route prior to entering the NSRA

  1)        Ship and voyage details as per Appendix № 1 to the Rules of navigation in the water area of the NSR;
 
 
  2)        Copy of the Classification Certificate, issued in the prescribed manner by an organization, authorized for classification and survey of ships;
 
 
  3)        Copy of the Tonnage Certificate;
 
 
  4)        Copy of a Certificate of insurance or other financial security of civil liability for pollution damage from ships, issued according to the protocol amendment of 1992 about the  International Convention on Civil Liability for Oil Pollution Damage, 1969 (Civil Liability for Bunker Oil Pollution Damage Convention Certificate (CLBC));
 
 
  5)        Copy of a Certificate of insurance or other financial security of civil liability for pollution damage from ships, issued in accordance with the International Convention on Civil Liability for Oil Pollution Damage, 1969 (Civil Liability Convention Certificate (CLC));
 
 
  6)        Copy of the Certificate issued by an organization, authorized for classification and survey of ships that has approved the Project of a one-time passage (a ferry), confirming the possibility of implementation a passage with an indication of the conditions for its completion (for a ship passing outside it's designated areas and sailing seasons);
 
 
  7)        Copy of the standard towing Manual or towing Project, approved by an organization authorized for the classification and survey of ships (for towed floating objects in their designated navigating area, including towed floating drilling rigs);
 
 
  8)        Copy of the Polar Ship Certificate, required by the International Code for Ships Operating in Polar Waters (Polar Code) (for ships to which the specified International Code applies);
 
 
  9)        Copy of the ships drawing (General arrangment);
 
 
  10)    Copy of the Contract for Icebreaker Escort Services (for ships for which such escort is mandatory according to the criteria for the admission of ships to the water area of the Northern Sea Route, provided for in Appendix № 2 (hereinafter referred to as Admission Criteria);

1번부터 11번까지의 문건을 pdf로 하여 첨부한다. 

10번은 쇄빙선사와 쇄빙 지원에 관한 협약을 체결한 후 관련 계약서를 첨부하는 것으로 되어 있다. 

예전에는 빙해역도선사(Ice Pilot)와의 계약 서류도 첨부했었는데, 최근의 첨부파일에서는 보이지 않는다. 

 

이와 관련된 문건 준비는 대부분 대리점을 통해 진행하거나 보험사를 통해서 진행된다. 국내 선박이 능동적으로 진행한 사례는 없으며, 해외 대리점을 통해 진행한 사례는 있었던 것으로 보임.
